Composé des présidents des Comités nationaux, internationaux et des Organisations affiliées, il élit pour trois ans son président parmi tous les membres de l'ICOM et son vice-président parmi ses membres. Il se réunit une fois par an et examine toute question concernant la politique, le programme et les finances de l'ICOM. Le Comité consultatif définit des orientations pour les actions futures et transmet ses observations au Conseil exécutif. Les membres de l'ICOM peuvent assister aux réunions du Comité consultatif en tant qu'observateur.
