Conclusions
of the annual conferences of three ICOM International
Committees (CIMUSET, ICTOP and MPR), held from 12
to 17 September 2003 in Slovenia
The
Statement by the President of ICOM Jacques Perot
At the end of this joint meeting of three international
committees of ICOM ( CIMUSET, ICTOP, MPR ) Jacques
Perot, the president of ICOM stressed the quality
and the dynamism of Slovenian museums as well as the
important input given by the Slovenian museum community
in the development of museology.

He
insisted on the impact in the life of ICOM and the efficiency
of joint meetings of different international committees.
He hopes that this very successful experience will be renewed
by other committees who will want, like in Ljubljana, to
address together the big challenges faced by museums of
today.
The
President of the National Organising Committee, Mrs.Nina
Zdravic Polic and its members Mrs. Jerneja Batic and Dr
Orest Jarh, in cooperation with the Chairmen of CIMUSET,
ICTOP and MPR, Professor Patrick Boylan, Dr Paul Donahue
and Mr Grahame Ryan.
Acknowledgement
The participants in the annual conferences of CIMUSET,
ICTOP and MPR and the chairmen of three international committees
have thanked Slovenia for the excellent preparations and
highly successful organisation of the parallel conferences
of three ICOM international committees, as well as for its
constructive contribution to museums in a world of change.
They have welcomed this form of joint meetings and suggested
that other ICOM international committees be encouraged to
develop a similar collaborative approach, programmes and
networks conducive to a richer debate.
Recommendations
Within the framework of the joint conference theme "Towards
Museums of the Future", CIMUSET, ICTOP and MPR have adopted
the following recommendations:
It
needs to be recognised that museums operate
in a rapidly changing world and should be made aware of
the necessity to urgently respond to these changes and
the challenge of globalisation
Museums and their staff
should be called upon to work within these parameters
of change (by means of training and education)
Museums need to develop
the ability to anticipate changes, and to respond
to and influence change

Recommendations of the International Committee for Museums
of Science and Technology (CIMUSET)
- Hold
joint annual meetings with other ICOM Committees and related
organisations whenever appropriate and/or possible

Endeavour to organise
meetings and other training and educational activities,
such as workshops, seminars, exchange in association with
CIMUSET members and their local organisations
-
Ensure that the main
theme of each annual conference (other than triennial
general conference) is to be agreed on the basis of consultation
between the CIMUSET Board and the local organising committee
-
Develop the capacity
of the CIMUSET web site as: a forum for its members to
exchange information and ideas, to promote and advertise
activities and as a consultation tool
- Establish
a working group (consisting of six members)
that will promote CIMUSET activities among museums and
science centres and encourage professionals to join the
international committee

Recommendations of the International Committee for the Training
of Personnel (ICTOP)
- Encourage
different co-operation in the field of training of personnel
(between Institutions and museums, museums between themselves,
etc.)

Encourage International
training programmes in all related areas
- Improve
Human Resources Management in museums

Emphasise and
develop: Planning of the training of personnel,
professionalisation, high quality standards, team work

Recommend continued work
in ICTOP in relation to its Curricula Guidelines

Inform and guide both
museums and museum personnel on all levels

Recognize the importance
of the intangible or immaterial heritage as indicated
by the proposal of UNESCO to adopt an international Convention
on the protection and promotion of the Intangible Heritage
- Welcome
the decision of ICOM to adopt the theme of Museum and
the Intangible Heritage for its 2004 Triennial General
Conference in Seoul, Republic of Korea

and Public Relations (MPR)

Ensure that marketing and public relations is viewed as
central to a museum's purpose

Develop professionalism in marketing and public relations
by means of ongoing training of the personnel

Recognise that museum audiences are global

Develop appropriate marketing tools to reach and engage
those audiences

Sustain the development of museum communications
-
Offer multi-layered access to museums for local, regional
and trans-national audiences

Emphasise serving the public rather than augmenting the
museum's collections

Reinforce in all communications the uniqueness and values
of museum

Resolution 1: Thanks to hosts and
organisers
The
Annual Conferences of the International Council of Museums
(ICOM) International Committees for Marketing and Public
Relations (MPR), Museums of Science and Technology (CIMUSET)
and Training of Personnel (ICTOP),meeting in September 2003
within the "3-ICOM 2003" Conference centred in Ljubljana,
Slovenia, record their warmest possible thanks and congratulations
to:
-
Mrs. Andreja Rihter, Minister of Culture of the Republic
of Slovenia, for both her initial invitation, and for
her continuing generous support and encouragement in relation
to the individual meetings of the three ICOM Committees,
the Plenary Session on the Future of Museums, and the
joint meetings of the three Committees;
-
The Major and Council of the City of Ljubljana;
-
all involved in the local and other practical organisation
of 3-ICOM 2003, particularly the members of the Slovenia
Local Organising Committee: Mrs Nina Zdravic Polic, Mrs
Jerneja Batic and Dr Orest Jarh, and their many assistants
and helpers;

Mr Ralf Ceplak Mencin, Chairperson, and the members of
ICOM's National Committee for Slovenia, and Prof. ?eljka

Resolution
2: "Towards Museum of the Future"
The
three ICOM International Committees, meeting in the "3-ICOM
2003" Conference in Ljubljana, Slovenia, in September 2003:
- Congratulate
Slovenia on its constructive contribution to the changing
world of museums, and in particular for convening the
Seminar "Towards Museums of the Future" as a key part
of the programme;

Thank the Minister of Culture, Mrs Andreja Rihter, the
President of ICOM, M. Jacques Perot, the other keynote
speakers, and all those who contributed to the discussion,
for their valuable contributions to the Seminar;
-
Recognise that today's museums exist in a world that is
changing very rapidly, and calls on all museums to respond
to these changes, and to the challenges of globalisation
in particular;
-
Consider that it is an important responsibility of museums
and the relevant authorities to ensure that museum staff
are adequately prepared to work within this changing world
by means of training and education;
-
Call on museums to develop the capacity to predict changes
in policy, practice, and the political and economic environment,
so that both the institution and its staff can respond
accordingly and, not least, seek to influence such changes.

3: Cooperation between ICOM International
and National Committees
The
three ICOM International Committees: MPR, ICTOP and CIMUSET,
meeting in the 3-ICOM 2003 conference in Ljubljana, Slovenia:
- Welcome
the opportunities for cooperation, exchange of information
and views, enrichment of debate, and general "networking"
between different parts of ICOM's membership that were
offered by the joint meeting of the three International
Committees, with the assistance of the Slovenian and Croatian
National Committees;

Commends the model of the 3-ICOM 2003 meeting to other
ICOM International and National Committees, and encourages
them to develop similar collaborative approaches in their
future programmes.

Resolution
4: Cooperation in Professional
Training and Education
The
ICOM International Committee for the Training of Personnel
(ICTOP), noting the many valuable contributions and examples
relating to the main theme of "Cooperation in Museum Professional
Training and Career Development", presented during its September
2003 annual meeting in Ljubljana, Celje and Bistra, Slovenia,
and Zagreb, Croatia:
- Welcomes
the evidence presented of successful cooperation and partnerships
in both formal and informal training and career development
programmes between different training courses and programmes,
between training programmes and museums, between different
museums, and between museum-related training programmes
and those in related areas, such as heritage, cultural
and leisure management and of in business schools;
-
Encourages both existing and new training, education and
career development programmes to develop similar partnerships
and cooperation particularly though not exclusively at
the international level.

5: Improving Human Resources Management
in Museums
The
ICOM International Committee for the Training of Personnel
(ICTOP) recognises that museums need to review all aspects
of their human resources (personnel) management at both
the institutional and individual employee levels, emphasising:
- Proper
consideration of all levels and categories of staff, including
technical and support staff, and part-time and contract
staff, within human resources development and training
policies and programmes;
-
Longer-term personnel planning and forecasting, including
"succession management", to ensure that the future staffing
needs of the museum, and the museum movement and profession
more widely, are ensured;
-
The need to respond also to important current trends in
museum management and operation, including an increased
emphasis on professional standards and ethics for staff
at all levels, the democratisation and decentralisation
of policy and management, and team-working.

6: Museum Training and the Intangible
Heritage
ICTOP,
noting the growing recognition of the importance of the
intangible or immaterial heritage as indicated by the proposal
of UNESCO to adopt an international Convention on the protection
and promotion of the intangible heritage:
- Welcomes
the decision of ICOM to adopt the theme of Museum and
the Intangible Heritage for its 2004 Triennial General
Conference in Seoul, Republic of Korea;

Congratulates the ICTOP Working Group on museum professional
training and the intangible heritage on its work to date,
as reported to the 2003 Annual Meeting of ICTOP in Ljubljana;
-
Asks the Working Group to continue its work in relation
to the possible additions or amendments to the ICOM-ICTOP
Curricula Guidelines for Professional Museum Development,
and to draw up wider recommendations for informing and
guiding both museums and their personnel at all levels,
and the owners and mediators of intangible cultural property.
